A very brief thought on the second and third aliyot of Bemidbar as it is already very late and I should've been in bed an hour ago: Why is there a distinction between the 12 tribes, which are discussed, enumerated, and counted in their specificity, and the Levi'im, which are expressly not counted?
Some things must be precisely measured and kept track of.
Other things are just provided without any need to tabulate them on our own.
G-d provides both.
